30/4/10: Part L - New Approved Documents Published (Parts F & J Also) 1st Oct 2010

New Approved Documents have now been published online at www.planningportal.gov.uk in support of Parts F (Ventilation), J (Combustion Appliances) and L (Conservation of Fuel and Power) - all set to come into effect on the 1st October 2010.

The headline changes to Part L include a further 25% reduction in carbon emissions attributed to new domestic and non-domestic buildings (domestic developments will attract a blanket 25% reduction whilst reductions for non-domestic developments will aggregated by building type ranging from 11% to 36%), carbon emissions factors for grid supplied electricity to be increased by 23%, more robust quality of construction provisions such as Accredited Construction Details & increased levels of air testing for dwellings, mandatory SAP / SBEM calculations at the point of initial submission of plans to the Building Control Body & at least one day prior to works commencing on site, and the partial removal of exemption for conservatories. Both Parts F & J are being revised to address the implications of increasingly air tight dwellings and to improve levels of as-built performance.

Meridian Consult Ltd, in our capacity as an Approved Inspector, is developing a programme of brief presentations with which to cover the new Regulations and Approved Document to help designers and builders prepare for the changes – if you would be interested in having a presentation at your offices, please do not hesitate to contact us on 0844 879 4244 to arrange a suitable date and time.
